(Nov. 26/10) Chaired by Director Bill Allen, CRFA’s new tipping task force will develop tools and best practices to help members navigate tipping rules.
The task force was established in response to Ontario NDP MPP Michael Prue’s recent introduction of a private member’s bill prohibiting employers from taking a share of an employee’s tips. This bill – Bill 114 – received all-party support on Oct. 28. Another private member’s bill, sponsored by Liberal MPP David Caplan, was introduced earlier this year prohibiting restaurants from charging an automatic service charge, regardless of whether advance notice is provided to customers.
Tipping practices are a complex and often contentious issue. CRFA is seeking member input to define an industry position on tipping that is fair to both foodservice employees and employers.
Newfoundland, PEI, New Brunswick and Quebec already regulate tipping practices to various degrees. Federally, the Canada Revenue Agency (CRA) has rules that distinguish between controlled and direct tips – employers are subject to tax deductions with the former, but not the latter.
